General Description: The purpose of this Training Specialist LDA position is to lead the planning, promotion, facilitation, execution, marketing, and delivery of multiple training services offered by LEIC. This position will be limited duration for three (3) years.

Duties and Responsibilities:

The University of Tennessee Law Enforcement Innovation Center (LEIC) has an opening for an IPS Training Specialist LDA. The Law Enforcement Innovation Center is an agency of the University of Tennessee Institute for Public Service and provides innovative, current, and applicable training and technical assistance to law enforcement professionals and the communities they serve. These programs include the National Forensic Academy, Southeastern Leadership Academy, Master Public Information Officer, and training courses in leadership, de-escalation, crime scene operations, criminal investigation, field training officer, and violent crime topics.

The Training Specialist position is responsible for the planning, promotion, facilitation, execution, marketing, and delivery of training courses offered by LEIC, including: scheduling training programs, determining and executing the logistical components of scheduling and supporting instructors, recruiting and registering participants, securing training materials, traveling to, and assisting in/facilitating the set-up, as well as the instruction and delivery of training programs, and post-delivery follow through. This position is also responsible for the development of new programs as needs dictate.

Program Administration, Management Supervision, and Instruction: This position is dedicated to managing, planning, overseeing, and instructing multiple training services offered by LEIC. The scope of this position includes:

· The supervision of various training programs and classes to include: Domestic Violence and Sexual Assault (at approximately 30% of effort/time) and Field Training Officer, Human Trafficking and other violent crime programs (at approximately 70% effort/time). Development and oversight of a potential cybercrime program.

· The management of each program delivery, including the recruiting, hiring, and payroll functions required for part-time teaching associates.

· The coordination of logistical arrangements involved in program delivery to include scheduling classroom space and off-site facilities, student recruitment, as well as arranging travel and lodging for students and instructors.

· Oversight of instructional delivery and classroom participants to ensure on-time delivery, course time management, and effective student engagement. This includes opening each program, introducing instructors, properly closing programs, and marketing other LEIC programs.

· This position may assist in the facilitation/instruction of program content and serve as an instructor in LEIC's courses.

· Assuming new or existing programs as business needs dictate.

· Frequent travel as necessary for the effective execution of training programs.

Needs Assessment, Program Evaluation and Network Development: This position collaborates with other LEIC staff to evaluate training programs to ensure LEIC maintains a nationally recognized level of training program delivery excellence. Responsibilities include:

· Manages all facets of existing assigned training programs.

· Conducts surveys and evaluations of existing programs and makes adjustments to course material and instructors based on the results.

· Recommends and participates in the development of new training initiatives and programs and assists coworkers in the delivery of their courses as needed.

· Responsible for record-keeping and information management for courses to include, but not limited to, developing and maintaining rosters, evaluations, budgets, student performance records, and logistical data.

· Performs quality control on teaching associates to ensure both instructors and their materials are the best available.

· Develops and maintains strategic relationships with LEIC's key stakeholders to include law enforcement agencies, funding entities, other state agencies, and educational institutions.

· Recruits training participants and highly qualified teaching associates and ensures the training needs of the LEIC's law enforcement customers are met.

· Serves as an ambassador for UT, IPS, and LEIC with a focus on developing mutually beneficial partnerships to ensure LEIC remains a vital provider of law enforcement training statewide, nationally, and internationally.

Promotion of Training Programs and Serving as a Resource to Stakeholders: This position is responsible for:

· Developing and distributing marketing and promotional materials for programs provided by LEIC, including social media resources, brochures, web pages, etc.

· Ensuring all course materials are up to date and readily available for each program.

· Collaborating with coworkers to ensure courses qualify for Peace Officer Standards and Training credits when appropriate.

· This position will maintain all hours of availability to answer calls and questions from LEIC stakeholders requiring advice, assistance, and referrals for subject matter experts.

Special Projects and Assistance:

· This position will assist LEIC/IPS coworkers and stakeholders with any critical projects or classes as required.

· This position must maintain flexibility in order to effectively address unanticipated events or challenges that impact LEIC or the agencies it serves.

· This position requires the incumbent to offer assistance to coworkers when available and to support coworkers in achieving LEIC's strategic mission and purpose.

· This position requires continual professional development and subject matter research in order to facilitate and deliver innovative instruction to the law enforcement agencies LEIC serves.








Qualifications :

Education:


Bachelor’s Degree required, Master’s Degree preferred, in Criminal Justice, Public Administration, or related field.



Experience:

· Minimum of five (5) years of work experience in law enforcement.

· Minimum of two (2) years of experience training in law enforcement.

· Effective writing, speaking, decision-making, budgeting, and organizational skills.

· Experience in the use of Windows / Microsoft-based programs and internet applications are required.

Preferred:

· Eight (8) years of law enforcement experience.

· Knowledge of and/or experience responding to domestic violence and other violent crimes and/or cybercrimes.

· Experience as a field training officer.

· Experience developing and evaluating curriculum.

· Experience in adult learning training development and delivery.

Skills:

This position will need the ability to relate with law enforcement customers, engage adult learners in the classroom, and manage and grow LEIC programs.

· Knowledge, skills, and ability to communicate orally and in written format.

· Advanced computer skills using industry standard and University software, including Microsoft Office programs, and developing related media presentations.

· The ability to plan, coordinate, manage, promote, and complete assignments in a timely manner is critical. The ability to multi-task is essential to maintain control of the variety of responsibilities of this position, including effectively prioritizing assignments and tracking their completion.

· The ability to professionally represent LEIC and form relationships and partnerships with subject matter experts, potential stakeholders, law enforcement professionals, educators, staff, and University employees. Must be able to make presentations to stakeholders and participants marketing LEIC programs.

· Must have demonstrated skills in developing and/or instructing training programs.

· The ability to relate and collaborate with a broad range of clients is necessary.

Location:

Based in Oak Ridge, however, frequent overnight travel will be required with this position.

This position will require occasional night and weekend work.
