Job Description

University of Missouri Columbia, Campus Facilities, Planning Design and Construction (PD&C) provides services to improve the physical environment in support of MU's institutional mission and vision, managing all efforts in the design and construction of new structures, renovation and repair project s and infrastructure development. Project Management guides colleagues through the planning and design process ensuring facility design needs and campus standards are met. Design Services serves as our in-house design team providing cost effective means for delivering small and medium size projects. Construction Management leads the construction activities of private contractors and consultants during the construction phase of building, renovation, and infrastructure projects.

University of Missouri System, Facilities Planning & Development (FPD) provides leadership in the planning, design, and construction of facilities to maximize resources and minimize risk for the university. FPD also serves as the University's building code authority (AHJ), providing building inspection program policies and procedures, oversight of campus code services, and the services of third-party building inspection and special inspection agencies
This position works with MU PD&C and the UM AHJ in providing professional code services related to on- site inspections and plan reviews at the Columbia campus.

Key Responsibilities
Inspector/Plan Reviewer is responsible for code compliance for maintenance, repair, and construction projects, and within existing facilities, including:
  • Conduct trade specific or combination trade building inspections.
  • Perform plan code reviews of project drawings and project manuals on a variety of maintenance, repair, and complex commercial construction projects.
  • Assist in review/research of code questions and variance requests, and preparation of formal responses.
  • Assist permit technician(s) in determining code service requirements for permits and building inspections.
  • Code service administration: create plan review and inspection reports, general correspondence, and project management program uploads (general record keeping and document dissemination).
  • Pursue a high level of understanding of the Universities adopted building and fire protection codes, and design guidelines.
  • Communicate inspection and plan review results with responsible parties.
  • Maintain the permit, plan review, and inspection status database, ensuring current status is up to date.
  • Issue Certificates of Occupancy allowing the Owner to take possession of the building upon Substantial Completion, as applicable.
  • Coordinate inspection and plan review scopes of work with internal and external code service representatives.
  • Participate in the continual development and improvements of the University Consultant Procedures and Design Guidelines.
  • Assist Project Managers in determining third party inspector or Special Inspections scopes of service.
  • Verify code compliance measures are complete prior to closing out permits.
  • Brief the AHJ concerning potential conditional or limited use Certificates of Occupancy, and other sensitive matters.
Responsible for other general office administration duties as assigned including:
  • Communicate inspection program requirements and procedures with other University constituents and clients.
  • Assist the AHJ with continual inspection program improvements and implementation.
As with all positions, involvement with other duties and responsibilities may be expected in order to support the mission and purpose of the University of Missouri.

Shift

7:30 a.m. – 4:30 p.m.; Monday through Friday

Minimum Qualifications
  • A Bachelor's degree or an equivalent combination of education and experience and at least 2 years of experience from which comparable knowledge and skills can be acquired is necessary
  • Licensure may be required
Preferred Qualifications

Two years verifiable experience in performing combination trade plan code reviews and inspections on commercial construction projects. Familiarity with Storm Water Pollution Prevention Programs and Best Management Practices.

College degree in Engineering or Construction/Project Management fields, or an equivalent experience from which comparable knowledge and skills can be acquired.

Certifications: ICC Building Inspector, or ICC Mechanical Inspector, or Electrical Inspector certification, or ICC/State of Missouri Fire Inspector certification or an ICC Plans Examiner certification at the Commercial level or be willing to obtain ICC Commercial Building Plans Examiner B3 or Fire Plans Examiner F3, or CR, or CN certification within six months of hire.

Starting pay shall be commensurate with applicant experience and certification level.

Possession of a valid insurable driver's license.

Anticipated Hiring Range

Salary Range: $58,000 - $78,000 per year
