Utility Billing Clerk & Tax Collector
(Permanent Part-time)
DEFINITION
Under the general supervision of the Town Manager, the Utility Billing Clerk prepares bills for the sale of water and sewer services, record payments of accounts and responds to inquiries concerning Water and Sewer Accounts and performs tax collection and administrative/clerical work in the front offices of Town Hall.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Maintains accurate records and filing systems related to the utility billing software Interacts with internal and external customers mainly for the exchange of information
• Analyze various financial billing summaries and reports; receives, analyzes, processes, and posts detailed accounts receivable transactions
• Generates, receives, completes, and maintains file for customer service, maintenance, and inspection work orders necessary to update and correct the mainframe database for utility customer billing
• Balances daily cash report with the Town's general ledger and prepares reports. Executes lien procedure according to Ordinances
• Processes paperwork and computer work necessary to close customer utility accounts, correct bills and generate final bills and customer refunds
• Performs file maintenance of all utility billing financial documents and record retention.
• Researches, gathers, and posts information and writes monthly reports for management related to accounting information
• Maintains customer files for active and inactive customer deposit receipts
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of effective governmental bookkeeping practices and procedure
• Knowledge of principles and techniques of general ledger bookkeeping
• Knowledge of effective accounting practices
• Skills in reading maps to analyze storm water properties and measuring impervious surfaces
• Skill in using personal computer and specialized software applications for customer account information update
• Skill in using common office machinery and equipment
• Skill in using mathematical computations used in accounting
• Skill in both verbal and written communications
• Ability to establish and maintain effective working relationships with those contacted in the course of the work
EDUCATION AND EXPERIENCE: High School diploma or GED and two (2) years experience in bookkeeping, accounting or related field, or any equivalent combination of training and experience. A valid North Carolina driver's license is required.
