Project Manager

We are searching for an experienced Project Manager to join our Enterprise Program Management Team at the Applied Research Laboratory (ARL) at Penn State University. ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). In this role, you have the opportunity to collaborate with many levels of leadership while steering efforts on project management processes, methodologies, and metrics based on industry best practices.

ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.

You will:
  • Provide oversight for the coordination of personnel and resources required for a successful completion of complex, critical projects to meet ARL portfolio of initiatives
  • Facilitate and lead the creation of project goals, deliverables and schedules; monitor and provide timely status reports to include budget, deadlines, and priority levels; support PSU efforts as needed
  • Incorporate and ensure adherence to internal and external quality measures and standards
  • Identify and resolve obstacles to completing projects on time and on budget; identify, manage, and mitigate risks throughout the project lifecycle
  • Gather, analyze information, and implement requirements across projects or programs
  • Provide specialized guidance and advice to staff for effective project management
  • Act as a liaison with project teams, external customers, or other functional areas of the organization


This position can be filled at the Advanced Professional or Senior Professional level, depending on your education and experience. Minimum requirements include a Bachelor's Degree in a related field; 3+ years relevant experience, or an equivalent combination of education and experience for Advanced Professional level. Additional experience and/or education are required for Senior Professional level.

Required skills/experience areas include:
  • Comprehensive knowledge and success with project management processes
  • Effective at presenting in front of groups, conveying information to drive to action or decision
  • Previous success with collaborations in a diverse, multi-disciplinary, team-oriented culture
  • Demonstrated ability to work through obstacles, using proper steps to define, formulate, and communicate ideas to reach a solution


Preferred skills/experience areas include:
  • Project Management Professional (PMP) or other equivalent certification
  • Understanding of the Defense Industrial Base
  • Current eligibility for access to classified information at the Secret level or higher


Your working location can be fully-remote; however, you may be required to periodically attend on-site meetings.
