License Compliance Manager

The Office of Technology Management (OTM) is seeking candidates for the role of License Compliance Manager. This position supports the mission of The Penn State Research Foundation (PSRF) and OTM by being responsible for all financial and licensee compliance activities related to patenting and licensing of Penn State technologies.

This position reports to the Associate Director of the Office of Technology Management and works closely with the Office of General Counsel, the Office of Investment Management, Accounting Operations, Research Accounting, and Office of Sponsored Programs to coordinate compliance-related activities.

Responsibilities: The individual in this position will have the following responsibilities:
  • Work closely with the Technology Licensing Officers (TLOs) to ensure licensee compliance with agreement terms including reporting obligations and milestones and other performance obligations
  • Ensure that the OTM's database of finance and compliance information is accurate and up to date and is responsible for related reporting to the Director and PSRF to assist in making strategic and managerial decisions to help achieve OTM goals.
  • Other duties as assigned.


PSRF currently has agreements with licensees to license/option patent rights for approximately 200 issued U.S. patents. The successful candidate must be able to perform the following duties:
  • Read through license/option agreements, identify and summarize terms that need to be monitored for compliance, follow up with TLOs, the Director, Associate Director, regarding agreement obligations (such as fees and reports due) as needed.
  • Serve as a point person for communicating with TLOs, the director/associate director, and licensees regarding compliance issues, breach of agreement terms, terminating agreements, etc.


Education and Experience: This position will be filled at an Advanced Professional level and requires a Bachelor's degree and 3+ years of related experience, or an equivalent combination of education and experience.

The individual in this role must be proactive, a self-starter, have critical thinking skills, and be able to work both independently and as part of a team. Open communication with team members is a key component to this position, as well as the ability to maintain confidentiality relating to the license/option agreement terms, financials, etc.

The successful candidate must have excellent communication skills (including good grammar, spelling, and word usage), attention to detail and accuracy, excellent interpersonal skills, a strong commitment to teamwork, and willingness and ability to learn. Experience with managing email and electronic data administration programs such as Excel, Word, Adobe, and database(s) is required.
