Position Summary

Under the general direction of the Chief Student Services Officer or designee, the Director of EOP&S will be responsible for the planning, development, administration and leadership for a group of student success programs including the Extended Opportunity Programs and Services (EOP&S), Cooperative Agencies Resources for Education (CARE), and related programs at Cosumnes River College. The Director is responsible for implementing and maintaining compliance with Title 5 policies and procedures.

The director is responsible for hiring, training and supervising full-time and part-time faculty, staff, and temporary employees. The director works in collaboration with counseling, library services, tutoring services, academic departments, financial aid, outreach and other student support programs to provide comprehensive and holistic support for students. The director is also responsible for ensuring the assigned programs and services are equity-centered and meet the unique needs of students they are designed to serve.

Assignment Responsibilities

Typical duties may include, but are not limited to:
  • Managing, planning, implementing and budgeting oversight of the EOP&S/CARE and related programs at the College. Ensuring requisite services, student success interventions, program intake and orientation, peer mentoring, program-specific instruction, counseling, eligibility, outreach, cultural awareness, retention, transfer assistance, and on-going program maintenance.
  • Leading the development of the strategic plan for assigned programs, including setting specific goals to eliminate equity gaps for participating students. Supervising EOP&S/CARE faculty, classified staff and student employees.
  • Hiring, training and evaluating the work performance of assigned faculty, classified and student employees; providing technical direction and guidance; recommending personnel actions, including employment, change in status, and disciplinary action; determining staffing levels and allocate staff time; developing appropriate training programs
  • Monitoring and ensuring compliance of the EOP&S/CARE and related programs with Title 5 of the California Education Code and other relevant state and county regulations.
  • Ensuring compliance with regulations, and submitting all annual plans and year-end reports related to EOP&S/CARE and related programs.
  • Monitoring status of funds available for special programs; preparing budgets and disbursement guidelines and authorize expenditures.
  • Collaborating with District personnel and administrators in the development and implementation of a networked system of support and services for EOP&S/CARE services for effectiveness and operational efficiency; ensuring the enhancement of student access to EOPS and CARE services, including coordinating and directing the intake, eligibility, and student application functions.
  • Reviewing and evaluating programs regarding any impact on the success and retention of students served.
  • Assessing the programs and services to improve service delivery for students.
  • Participating in districtwide, local, State, and national level committees, groups, conferences, advisory boards, and professional organizations to develop effective programs and services. Exchanging information and discussing assigned program-related matters as the liaison.
  • Preparing formal applications for government and private grants and funds based on applicable demographic, financial, and personnel considerations.
  • Performing other related duties as assigned.

Minimum Qualifications
  1. Have a master's degree from an accredited institution completed by May 30, 2024.
  2. Have one year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
  3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
