VP for Facilities and Plant Operations

Reporting to the President, the Vice President for Facilities and Plant Operations is responsible for leading a highly reliable and collaborative organization with a strong focus on customer service, financial accountability, innovation, and stewardship of the environment through developing, organizing, directing and monitoring activities in support of the College’s facilities and plant operations including maintenance, grounds, and custodial services for 3 campuses, 25 buildings, and over 175 acres.
DUTIES AND RESPONSIBILITIES
- Responsible for overseeing the facilities management program for three campuses by directing and coordinating the work of staff members, project managers, architects, engineers, construction administrators, contract specialists, consultants, and support staff charged with facilities and plant operations management, infrastructure improvement, capital renewal, and renovation projects.
- Serve as a key member of the College’s leadership team and consult with campus customers to identify needs, explore opportunities for improvement, and establish goals, priorities, and objectives through the use of benchmarking, operational analysis, and best practices.
- Assist the campus community with facilities-related projects such as event coordination and work collaboratively to achieve and maintain positive and productive working relationships.
- Collaborate with the campus community to minimize disruptions during construction projects.
- Represent the College at a variety of meetings, functions, and committees, including construction, maintenance, and operations-related activities.
- Support the College’s long-term facility master plan that includes strategic real estate acquisitions and development. Assess the effectiveness of facilities plans, procedures, and programs for continuous improvement to optimize performance.
- Direct staff and consultants in regards to the most appropriate design solutions, proper selection of building materials and suitable construction delivery methods to ensure that new facilities meet program and functional needs, budget and schedule constraints, and will contribute positively to the campus environment.
- Maintain all building and campus blueprints and drawings.
- Champion the use of best practices in building, construction, and renewal practices and ensures that projects are implemented for sustainability with consideration for “green” initiatives and design for water efficiency, energy and atmosphere, materials and resources, indoor environmental quality, and innovation.
- Direct and complete the financial outcome of construction projects including contract administration, change orders, procurement, and financial projections. Work closely with the State Construction Office and complete all necessary documentation needed to support applicable projects. Schedule requirements to ensure projects are completed on time, on budget, and are compliant with applicable codes and regulations.
- Assist with development and advancement activities to garner funds for capital and related projects.
- Work closely with purchasing to plan, direct, and prepare bid specifications and documents, and assist with analyzing bids and making recommendations for awarding bids, negotiating contracts, performing cost analysis for special procurement recommendations, and maintaining current vendor resources.
- Build and maintains effective relationships with design professionals, construction firms, and other outside agencies and personnel as part of exploring new innovative methods for improved project delivery with the objective of ensuring optimal value for capital investments.
- Develop, plan, and manage construction and remodeling activities and projects, including estimates, and serve as the main contact and manager of architects, construction managers, and other construction personnel to ensure the timely, safe, and compliant completion of projects.
- Develop, monitor, and maintain a preventive and ongoing maintenance program that includes plant operations and budget management, and procurement of materials, parts, equipment, and services to increase the efficiency and operating life of all equipment, buildings, and infrastructural systems such as electrical, mechanical, heating, air conditioning, and plumbing. Manage sub-contractors for repairs, installations, and related activities and projects.
- Establish criteria, procedures, and schedules for facility operations and services including planned and unplanned maintenance, housekeeping (i.e., floor surfaces, furniture, equipment, and waste management), and grounds (i.e., landscaping, ice and snow removal).
- In coordination with the Athletic Department, lead, guide, and direct the management and operation of all aspects of the College’s indoor and outdoor athletic facilities, events, and operations including practices, competitions, sports camps, and clinics. Responsibilities include physical set-up and teardown of equipment for athletic contests and events, housekeeping, coordination of facility-related game and practice logistics, and load-in/load-out for events. Ensure that all aspects are conducted in accordance with NJCAA and College rules and regulation. Assist with the maintenance and storage of athletic equipment.
- May assist with administrative duties such as notifying visiting teams of facility/operations policies, procedures, and guides, assist with promotional activities that involve facilities, and assist with coordinating facility-related aspects of vendors and operations personnel.
- Manage the use and maintenance of college vehicles including scheduling.
- Collaborate with the professional development, safety, and security functions on emergency and related plans, and assist with ensuring that required training is completed.
- Maintain a high standard of professional and ethical practice in representing the College. Demonstrate knowledge of the field with continued adherence to professional accountability. Provide a high level of service to customers by establishing and maintaining effective working relationships and partnerships. Accept responsibility for managing situations and problems. Work cooperatively with team members and colleagues, contributing positively and constructively to the achievement of team and College objectives. Adhere to the College's policies, procedures, and other established guidelines.
- Perform other duties as assigned, including special projects.
MINIMUM EDUCATION QUALIFICATIONS
- Bachelor’s degree from a nationally accredited institution required, Master’s degree in engineering or a related field from a nationally accredited institution preferred.
MINIMUM EXPERIENCE QUALIFICATIONS
- At least five years of general facilities management experience or experience managing large-scale construction and renovation projects required.
- At least five years of supervisory experience required.
- Knowledge of electrical, mechanical, and related systems required.
- Ability to communicate effectively, both orally and in writing, required.
- Knowledge of environmental, health, and safety codes and regulations required.
- Facilities management and construction experience in an educational setting preferred.
- Experience in athletic/event management and operations preferred.
- Understanding of NJCAA rules and regulations as related to facilities preferred.
- Organized, motivated, self-reliant person with good interpersonal skills.
- Ability to deal with the technical aspects of athletic/event management and equipment.
- Experience leading facilities management teams and capital improvement projects, as well as large scale construction projects required, in the higher education preferred.
- Ability to develop strong partnerships and communicate effectively with all organizational stakeholders, both internally and externally.
- Availability to work long hours, nights and weekends, including overnight and day-travel.
PHYSICAL REQUIREMENTS
- Generally, works in an office environment; but may sit, stand, or walk for long periods of time.
- Occasional bending, stooping, reaching with the ability to lift/maneuver items weighing up to 25 pounds.
- Occasional exposure to elements such as weather, noise, dust, and odors.
- Evening and weekend hours and some overnight travel required.
- Work environment can be stressful in dealing with a wide variety of challenges and deadlines.
