Hiring Range $61,000 – $71,000 depending upon experience and qualifications Signing bonus offered A 5% salary increase would be given after a successful 6 month probationary period.

The position will report directly to the City’s practiced Public Works Director and have the opportunity to be involved in many different aspects of the department’s work, providing a wonderful opportunity for applicants with backgrounds ranging from EITs, engineering technicians, construction estimators, construction inspectors, and construction administrators to seasoned construction project managers.  We are seeking applicants with a strong sense of responsibility and initiative to learn and understand the operation and maintenance of Marion’s public works infrastructure with an opportunity to work with and learn from other city disciplines such as Planning and Development and Finance.  This will be a high-profile position with essentially an equal split between office responsibilities and boots-on-the-ground interaction with city staff, engineers, contractors and others.  This is a new position in the organization with the opportunity to grow and develop the job as the city’s footprint and infrastructure continue to expand.  Come JOIN US!!!

General Description of Duties:

This position performs responsible project management duties while overseeing a wide variety of projects and performing other related duties as assigned. Project management duties include but are not limited to planning and coordinating projects, plans review, construction administration, and contract administration.  Projects are diverse in type, size, and complexity (ranging from small construction or repair projects to larger capital improvement projects) and have a heavy emphasis on the construction and/or repair of street infrastructure, storm drainage, water and sewer utilities, and other public facilities.   Work also includes reviewing planned development utility plans for compliance with the City’s standard details and specifications, performing research and conducting feasibility studies, and overseeing various necessary programs for the Public Works Department.   The responsibilities of the position require considerable skill and experience in public works and public utilities project management to include construction administration, contract administration, estimating, and budget management; and the ability to manage all aspects of assigned projects from the planning phase through close-out.  Work also requires knowledge of the modern methods used in the construction, operation, repair, and maintenance of street infrastructure, drainage systems, water distribution systems, and sewer collection systems. Duties include, but are not limited to:

Oversees and coordinates a wide variety of capital projects and smaller construction/repair projects including but not limited to the construction, repair, and/or replacement of streets, curb and gutter, sidewalks, drainage systems, water distribution system, wastewater collection system, pump stations, water treatment plant, wastewater treatment plant, and other City owned facilities.   Determines scope of work; generates cost estimates; coordinates and oversees the work; serves as liaison between engineering/consulting firms and the City; performs construction administration; performs contract administration;  and closes out the project ensuring proper completion and compliance will all federal, state, and local regulations.
Prepares Requests for Proposals and Requests for Qualifications; reviews bids and qualification statements for compliance with specifications and evaluates qualifications of bidders.
Compiles, maintains, and updates manuals containing technical specifications and standard details for the design, construction, and/or modification of street, water, and sewer infrastructure.
Reviews preliminary and construction plan sets provided by engineers for compliance with City standards and details; field inspects projects for compliance with specifications and contract documents and adherence to time schedules; trouble-shoots problems and devises solutions; reports progress to the Director.
Oversees easement acquisition for projects when necessary; consults with legal staff on more complex acquisitions; researches deeds, tax maps, and other documents for easement verification, easement acquisition, etc.
Applies for and/or provides assistance in applying for required permits from federal, state, and local regulatory authorities when necessary.
Performs research and provides input into the preparation of short and long-range capital improvement plans.
Manages Change Orders for assigned projects, reviews and approves pay requests and invoices, and works with the City’s Finance Department on all project financials.
Develops and/or compiles documents for bidding, advertising, and contracts where applicable; manages bid process.
Works with engineers, design professionals, and contractors to solve project problems and devise proper solutions.
Enters information electronically into web portals and other reporting mechanisms as required by funding agencies and/or regulatory agencies.
Provides technical advice, assistance, and recommendations to the Public Works Director regarding improvements to City owned properties, facilities, streets, and utilities.
Oversees departmental safety program; coordinates all required training; maintains documentation and files; ensures that all required plans and programs are in place and kept up to date.
Oversees other departmental programs or activities as assigned.
Recruitment and Selection Guidelines:

Interested candidates will be assessed on the following knowledge, skills and abilities:

Considerable knowledge (considerable is to be interpreted as 3 or more years) of and skill in executing the principles and practices of municipal project management.
Considerable knowledge of the methods, equipment, and materials used in the construction, maintenance, and repair of streets, storm drainage, water distribution systems, and wastewater collection systems.
Considerable knowledge of and skill in working with state and local contracts, procurement guidelines, and bidding processes.
Considerable knowledge serving in liaison capacity between design engineers/consultants and a local government or other organization for the design and construction of streets, storm drainage, and/or water/sewer utilities.
Considerable knowledge of the hazards of the work, safety precautions to be taken, and pertinent OSHA regulations.
Considerable knowledge of the local, state, and federal laws and regulations governing the provision of public works and utilities services.
Some knowledge of municipal budgeting and purchasing and the ability to follow the City’s related policies and procedures.
Ability to read blueprints and engineered drawings.
Ability to interpret and prepare technical records and reports.
Ability to communicate effectively in oral and written form.
Ability to use independent judgment to solve technical problems and make sound recommendations.
Ability to maintain effective working relationships with superiors, public officials, co-workers, consultants, contractors, regulatory authorities, and the general public.

Qualifications
Minimal Certifications: • Possession of a valid North Carolina driver’s license • Prefer graduation from an accredited college or university with a degree in civil or environmental engineering, public administration, or a related field, and considerable experience performing project management, construction administration and/or construction estimating for the construction of street infrastructure, water/sewer utilities, or a related field; or an equivalent combination of education and experience. • May require specific certifications as determined by the City.
