Job Summary:

General Description of Duties:

This position performs difficult technical, administrative, and managerial work overseeing a wide variety of public works and public utilities projects and assignments. Project management duties include but are not limited to planning and coordinating projects, design and/or design review, construction administration, and contract administration. Projects are diverse in type, size, and complexity (ranging from small construction or repair projects to large, complex capital improvement projects) and have a heavy emphasis on the construction and/or repair of street infrastructure, storm drainage, water and sewer utilities, and other public facilities. Work also includes reviewing planned development utility plans for compliance with the City's standard details and specifications, assisting with short term and long term strategic planning, performing research and conducting feasibility studies, and overseeing various necessary programs for the Public Works Department. The responsibilities of the position require significant skill and experience in public works and public utilities project management to include the principles of design engineering, construction administration, contract administration, and budget management; and the ability to manage all aspects of assigned projects from the planning phase through close-out. Work also requires knowledge of the modern methods used in the construction, operation, repair, and maintenance of street infrastructure, drainage systems, water distribution systems, and sewer collection systems. Duties include, but are not limited to:

• Manages a wide variety of large capital projects and smaller construction/repair projects including but not limited to the construction, repair, and/or replacement of streets, curb and gutter, sidewalks, drainage systems, water distribution system, wastewater collection system, pump stations, water treatment plant, wastewater treatment plant, and other City owned facilities. Determines scope of work; generates cost estimates; coordinates and oversees the work; serves as liaison between engineering/consulting firms and the City; performs construction administration; performs contract administration; and closes out the project ensuring proper completion and compliance will all federal, state, and local regulations.
• Writes Requests for Proposals and Requests for Qualifications; reviews bids and qualification statements for compliance with specifications and evaluates qualifications of bidders.
• Compiles, maintains, and updates manuals containing technical specifications and standard details for the design, construction, and/or modification of street, water, and sewer infrastructure.
• Reviews water and sewer utility and street infrastructure plans for planned development within the City; reviews preliminary and construction plan sets provided by engineers for compliance with City standards and details; field inspects projects for compliance with specifications and contract documents and adherence to time schedules; trouble-shoots problems and devises solutions; reports progress to the Director.
• Oversees easement acquisition for projects when necessary. Researches deeds, tax maps, and other documents for easement verification, easement acquisition, etc.
• Applies for and/or provides assistance in applying for required permits from federal, state, and local regulatory authorities when necessary.
• Reviews documents such as surveys, geotechnical reports, design drawings and specifications, bid documents, etc. for compliance with federal and state regulations and City specifications/ordinances.
• Performs research for and assists with the preparation of short range and long range capital improvement plans.
• Manages and limits Change Orders for assigned projects, reviews and approves pay requests and invoices, and works with the City's Finance Department on all project financials.
• Develops documents for bidding, advertising, and contracts where applicable; manages bid process.
• Works with engineers, design professionals, and contractors to solve project problems and devise proper solutions.
• Enters information electronically into web portals and other reporting mechanisms as required by funding agencies and/or regulatory agencies.
• Provides technical advice, assistance, and recommendations to the Public Works Director regarding improvements to City owned properties, facilities, streets, and utilities.
• Oversees departmental safety program; coordinates all required training; maintains documentation and files; ensures that all required plans and programs are in place and kept up to date.
• Oversees other departmental programs or activities as assigned.

Recruitment and Selection Guidelines:

Interested candidates will be assessed on the following knowledge, skills and abilities:

• Thorough knowledge of and skill in executing the principles and practices of municipal project management.
• Considerable knowledge of and skill in working with state and local contracts, procurement guidelines, and bidding processes.
• Considerable knowledge of the engineering principles and practices for the design and construction of streets, storm drainage, water distribution systems, and wastewater collection systems.
• Considerable knowledge of the methods, equipment, and materials used in the construction, maintenance, and repair of streets, storm drainage, water distribution systems, and wastewater collection systems.
• Thorough knowledge of the hazards of the work, safety precautions to be taken, and pertinent OSHA regulations.
• Considerable knowledge of the local, state, and federal laws and regulations governing the provision of public works and utilities services.
• Considerable knowledge of municipal budgeting and purchasing and the City's related policies and procedures.
• Ability to interpret and prepare complex technical records and reports.
• Ability to communicate effectively in oral and written form.
• Ability to use independent judgment to solve complex technical problems and make sound recommendations.
• Ability to maintain effective working relationships with superiors, public officials, co-workers, consultants, contractors, regulatory authorities, and the general public.

Minimal Certifications:

• Possession of a valid North Carolina driver's license
• Graduation from an accredited college or university with a degree in civil or environmental engineering, public administration, or a related field, and considerable experience performing project management for the construction of street infrastructure, water distribution systems, and/or wastewater collection systems; or an equivalent combination of education and experience.
• May require specific certifications as determined by the City.
