About the Position:

We are seeking an exceptional individual to join our Payroll Services team as the Payroll Analyst (Administrative Analyst/Specialist-Non-Exempt). The Payroll Analyst will report to and be under general supervision of the Payroll Services Manager, as well as taking additional lead work direction from the Director. The Payroll Analyst may also receive direction from other members of the Payroll and CHRS management team. The Payroll Analyst must encompass a variety of day-to-day administrative and technical duties requiring knowledge of payroll, employment methods, and procedures in order to provide support for the campus community in analyzing and processing complex payroll and employment information. The Payroll Analyst has full responsibility to exercise sound judgment and independently initiate, process, and complete a diverse range of moderately complex transactions in order to appoint, separate or change the pay and employment status of various categories of University employees. These tasks routinely involve the ability to analyze data to make accurate projections, rely on the Payroll Analyst possessing a comprehensive knowledge of procedures, precedents, policies, and comprehension of collective bargaining agreements to ensure individuals are accurately paid. The position applies an in-depth knowledge of payroll and employment to support the daily functions of Workforce Administration, Time and Labor, Absence Management, Payroll Information Management System (PIMS), and all other Payroll/Employment software products.

In this role, the Payroll Analyst provides day-to-day administration and technical support for their assigned functional areas, colleges, and departments. Independently reviews and processes employee pay transactions and carries out full-cycle audits with accountability for work results. Researches and resolves any discrepancies that occur. Interprets and applies Federal, State, CSU system-wide regulations, campus policies, as well as Collective Bargaining Agreements. Utilizes judgment and discretion to provide payroll information and consultative services to employees. Serves as a primary point of contact for campus partners as well as detailed training and guidance when desired. Takes initiative in planning, organizing, and carrying out job responsibilities. The Payroll Analyst will act as a liaison to facilitate collaboration amongst a variety of groups such as units within HRDI, campus departments, the Chancellor's Office, State Controller's Office, and other internal and external entities as appropriate. Supports projects relating to PeopleSoft, providing payroll and employment perspective and interacting and supporting various functional support groups. Provides assistance to the Leave Specialist with support for the Leave of Absence process as it pertains to analyzing leave credit availability and requesting applicable pay from the State Controller's Office (SCO). Contributes to the development, evaluation, and implementation of program policies, procedures, and initiatives. Other duties as assigned.


Essential Qualifications:
Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs. Working knowledge of the general practices, program or administrative specialty. Basic knowledge of and the ability to apply fundamental concepts. Working knowledge of budget policies and procedures. Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit or administrative specialty. Knowledge of and the ability to apply basic methods and procedures used for research and statistical analysis. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Ability to make independent decisions, exercise sound judgment, handle multiple priorities, and organize and plan work assignments. Ability to compile, write, and present reports related to program or administrative specialty. Demonstrated ability to establish and maintain cooperative working relationships.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Payroll experience in the CSU or higher education environment with an emphasis on payroll program processing. Thorough knowledge of the Uniform State Payroll Procedures Manual, Personnel Information Management Systems (PIMS) Manual, and PSR and PeopleSoft HR.
