About the Position:

We are seeking an exceptional individual to join our team as the Manager of Police Administrative Services (Administrator II). The Division of Administration and Finance provides services and support to over 45,000 diverse students, faculty, and staff at Cal State Fullerton. It is the mission of the Division to provide customer-focused support and steward our physical and financial resources in order to fulfill the university's mission to support student success. As part of the Division, the Cal State Fullerton Police Department (CSUF PD) partners with students, staff, and faculty to support a safe, inclusive and welcoming university for all Titans to thrive.

Under the direction of the Chief of Police, the Manager of Police Administrative Services (MPAS), is an integral member of the police department's leadership team. As a team member of CSUF PD, the MPAS shall support efforts to ensure diversity, equity, and inclusion are intentionally incorporated into department operations, programs, services and culture. The MPAS shall represent CSUF PD and Cal State Fullerton by providing exceptional customer service while supporting the safety needs of the campus community.

This position directs business operations and performs broad administrative command responsibilities within the CSUF PD. Collaborates with the leadership team in the development and implementation of departmental goals and objectives to support the University's vision, values, and priorities. This position serves as the principle budget, financial management, human resources liaison for CSUF PD, department's CALEA or IACLEA accreditation manager, and the coordinator of technology systems within the CSUF PD with IT and other agencies. The MPAS is responsible for the direct and indirect supervision and accountability of department personnel assigned to the Administrative Services Unit. This position ensures department administrative compliance for departmental programs, policies, and processes, including with CSU, CSUF, CALEA / IACLEA, Department of Education, local, state, and federal regulations related to the administrative services unit's areas of responsibility. Will serve on various division and campus committees and workgroups. Performs other duties as assigned.


Essential Qualifications:
Bachelor’s degree from an accredited four-year college or university with an emphasis in Business Administration, Financial Management, Criminal Justice, Public Policy, or equivalent and 5 years of relevant experience in a related field is required. Demonstrated principles of supervision, training, and performance evaluation through professional experience, including the use of effective leadership, communication, interpersonal skills and managerial concepts and practices.

Demonstrated ability to effectively manage complex budget and expense management through fiscal prudence, budget control development, budget analysis, and budget forecasting. The nature of the duties requires completion of a thorough police background check to include Livescan fingerprinting. Ability to communicate and interact professionally and effectively with a diverse community, general public, and department team members. Ability to maintain confidentiality pursuant to legal mandates and campus policy.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Master’s Degree with an emphasis in Business Administration, Financial Management, Criminal Justice, Public Policy or equivalent preferred. Experience maintaining accreditation through either CALEA or IACLEA for a police agency preferred. Experience with RIMs Computer Aided Dispatch (CAD) and report writing system preferred.

This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
