DESCRIPTION:
Directs, plans, coordinates and reviews the operations of the Watauga Campus; collaborates with instructional and student services divisions for programming and scheduling on the Watauga Campus; assesses and ensures the quality, effectiveness, and efficiency of campus services and the learning environment; coordinates campus activities with college programs, divisions, departments and outside agencies; and provides regular reports and actionable recommendations to the Chief of Staff regarding campus operations, facilities, and activities.

Essential Functions:
Provide leadership and direction for the overall activities and operations of the Watauga campus.
Create a student-centered learning environment appropriate for all student learners through the implementation of diversity, equity, and inclusion practices.
Represent the college to the community and outside organizations; coordinate, plan, and assist the community relations department on advertising and promotional activities for the Watauga Campus.
Serve as an advocate for needs of the Watauga Campus; serve as a liaison between the Watauga Campus and Caldwell Campus; represent the Watauga Campus on the Executive Council and the College Planning Council.
Perform supervisory duties required to maintain and operate the Watauga campus; establish and maintain effective and cooperative working relationships with faculty, staff, advisory committees and clinical affiliates.
Recruit, select, train, motivate and evaluate administrative support staff; assign and monitor workload; review and maintain payroll and attendance records; review and evaluate work products; work to correct deficiencies; and implement employee discipline, as necessary.
Responsible for handling student discipline issues and enforcing the Student Code of Conduct on the Watauga Campus, in close consultation with the Vice President of Student Services.
Respond to immediate problems and/or emergencies with employees and students, as necessary.
Work collaboratively with leadership to develop and implement the instructional schedule for the Watauga Campus, and student services personnel to coordinate special services and ceremonies hosted on the Watauga campus.
Participate in the evaluation of activities and operations on the Watauga campus. Evaluate and ensure that operations meet the goals and objectives of the college, and the needs of the student population; monitor program evaluation systems and procedures to ensure quality.
Participate in the college's institutional effectiveness and SACSCOC process and assures compliance with standards for programs and employees.
Coordinate and participate in the development and administration of assigned budgets; recommend funds for equipment, materials and supplies; recommend staffing needs; monitor and approve expenditures; implement mid-year adjustments.
Participate in annual inventory of supplies and equipment for facilities and housekeeping at the Watauga campus; coordinate the selection, use and maintenance of equipment; oversee the maintenance of facilities for the campus.
Marginal Functions:
Supports the college’s mission, vision, and values by adhering to all policies, procedures, and faculty guidelines.
Participate in professional development activities and make presentations to outside agencies as a representative of the college .
Assist in the process for identifying needs in building and grounds annually; serve as a liaison in campus security.

QUALIFICATIONS AND WORKING CONDITIONS:
Knowledge of:
Organizational and management practices as applied to the planning, analysis and evaluation of Watauga campus and assigned division programs, policies and operational needs.
Management principles relating to instructional programming and oversight.
Principles and practices of budget preparation and administration.
Principles of supervision, training and performance evaluation.
Advanced principles and procedures of program development, administration and evaluation.
Procedures related to facilities management.
The mission, goals and objectives of CCC&TI.
Polices concerning college transfer and the Comprehensive Articulation Agreement.
Advanced principles and practices of instructional development and instructional strategies.

Procedures related to developing and administering contracts.

Select, supervise, train and evaluate instructional staff.
Effectively direct the provisions of the Watauga campus and academic divisions in support of the college programs.

Environmental Conditions:
The employee should have the ability to effectively handle a work environment and conditions which involve an office workspace, working closely with others, and periodically working irregular hours.
The employee must maintain the office environments by maintaining equipment and supplies, ensuring overall cleanliness, functionality, and conformance to OSHA standards to provide a safe work environment.
Physical Conditions:
The employee is required to maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, communicating with others, and handling varied tasks simultaneously.
Additionally, the employee must maintain mental capacity, which permits making sound decisions and using good judgment, demonstrating intellectual capabilities, and evaluating the effectiveness of programs and personnel.
Scheduling Conditions:
This is a full-time, 12-month position, which requires the employee to be on campus or at an approved alternate location for at least thirty-six hours per week, Monday through Thursday, 8:00am-5:00pm, and Friday, 8:00am-12:00pm. This position generally works daytime hours, but has the potential for occasional evening or weekend hours.
Traveling Conditions:
Local travel between the Caldwell campus, Watauga campus, or any off-campus sites may be needed. Out of state travel is limited, but may be required for training and conferences.
EXPERIENCE AND TRAINING:
Experience:
Six years of increasingly responsible experience with responsibility in a supervisory capacity; including at least two years of instructional, administrative, or student support experience at a post-secondary level required.
Training:
Bachelor's degree from an accredited college or university with major course work in education, business administration or a related field required. Master's degree preferred.
