Description:
Direct, plan, and coordinate all human resources administration functions of the college. Protect the interests of employees and the college in accordance with college and human relations-related policies as well as with governmental laws and regulations. Coordinate assigned activities with other college departments and outside agencies; and provide responsible and complex professional administrative support to the Vice President, Finance and Administration.

Essential Functions:
1. Direct, plan and coordinate all human resources administration functions of the college to include recruitment and selection, employment, wage and salary administration, equal employment opportunity, training and development, human resources records and reports, human resources policies, benefits administration, and employee relations.
2. Provide responsible administrative assistance to the Vice President, Finance and Administration; conduct specific and comprehensive analyses of a wide range of college policies involving organization, procedures and services.
3. Assist in developing, planning and implementing goals and objectives for the college; recommend and administer policies and procedures.
4. Ensure compliance with legal requirements, including but not limited to ADA, FLSA, FMLA, E-verify, and EEO laws.
5. Meet and confer with college staff and the public to remedy problems and discuss policies and procedures; respond to and resolve difficult and sensitive student and public inquiries and complaints. Advise and coach supervisors in matters related to employee performance, conduct, or assistance needs.
6. Oversee and carry out processing of foreign nationals I-9's for the college, ensuring work eligibility of prospective employees, and serve as the program administrator for E-verify.
7. Develop, direct, implement, and model use of technology in personnel and human resources-related activities, record-keeping, and processes.
8. Coordinate the classification and compensation system; determine salaries derived from salary scale, calculate leave without pay (LWOP) monthly adjustments, and compute terminal payments; conduct wage surveys within labor market; analyze wage and salary reports.
9. Coordinate employee benefit programs; assist employees regarding retirement planning and benefit options; analyze existing benefits polices; evaluate services, coverage and options available through vendors to determine which programs best meet the needs of the college. Coordinate benefit enrollments.
10. Prepare comprehensive technical records and reports pertaining to college activities; conduct research and complex data collection efforts to support analysis.
11. Coordinate institution's hiring process, screen job applicants for minimum qualifications and train screening committee chairperson and committee members conducting initial screening interviews; serve as ex-officio (non-voting member) on all screening committees.
12. Maintain records concerning recruitment, interviews, hires, promotions and terminations; evaluate the recruitment, testing, selection and job placement efforts of the college.
13. Serve as liaison for the college with agencies, colleges, community groups and various organizations; serve on various institutional committees.
14. Investigate, prepare and file workers compensation claims, maintain up-to-date OSHA log. Assists as necessary with workers compensation claim coordination.
15. Collect and maintain performance evaluations for full-time and part-time employees; conduct New Employee Orientations and Exit interviews.
16. Participate in the preparation of the Human Resources budget; monitor personnel areas of the employee handbook and the policy and procedures manual; recommend changes as needed.
Participate in professional development training and required employee training.
Marginal Functions:
1. Provide staff support on a variety of committees; prepare meeting agendas; conduct and present a variety of research and special projects.
2. Perform other duties as assigned.

Experience and Training:
Experience:
Five years of increasingly responsible experience in human resources or administration including two years of administrative and supervisory responsibility required. Must be experienced with Microsoft Office products, including Excel and Word.
Training:
Bachelor's degree from an accredited college or university with major course work in human resources, business administration, public administration or a related field required. Master's degree preferred.
