DESCRIPTION:
Coordinates the activities of the department of Counseling & Disability Services including, but not limited to: advocacy, policy implementation, and counseling services for all students. Additionally, this position plans and coordinates appropriate resources for all faculty and staff regarding physical and academic accommodations and personal development for individuals seeking services under Americans with Disabilities Act. Coordinates assigned activities with other divisions, outside agencies and the general public; and provides highly responsible and complex staff assistance to the Executive Director, Student Development and Success.
EXAMPLES OF DUTIES:
Essential and other responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
1. Provide leadership, management, and support comprehensive services in the department of Counseling and Disability Services; strategically plan and assess effectiveness; forecast funds needed for staffing, professional development, equipment, materials and supplies.
2. Lead the advocacy efforts for all students with disabilities at Caldwell Community College.
3. Supervise and participate in the administration and interpretation of personality, interest, work values, and experience/ability assessments commiserate with training, while referring students outside the institution for additional assessment and documentation of needs and recommendations as appropriate.
4. Coordinate and review the strategic plan for the Counseling & Disability Services department: identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures, and evaluate staff.
5. Coordinate the evaluation and review of enrolled student documentation each semester; recommend and arrange appropriate and necessary accommodations for students with disabilities.
6. Support and encourage working relationships with public school partners, Vocational Rehabilitation, and other county agencies to coordinate services for eligible students; provide information and referral regarding programs and services at area community colleges and universities.
7. Coordinate the appropriation of financial assistance to those students seeking testing services.
8. Coordinate acquisition of third-party providers as accommodations require; coordinate the procurement and maintenance of assistive technology.
9. Supervise and verify staff member eligibility to administer individual career assessment using computerized career guidance system, and other published and online career assessments and exploration resources.
10. Collaborate with campus community members to assure ADA compliance in the development and delivery of all course content and support services, whether that material or service is delivered face-to-face or via an online or other distance method.
11. Coordinate and deliver informational and educational presentations for faculty, staff, and students and outside agencies and stakeholders.
12. Provide personal, academic, and crisis counseling as required; refer to private resources as appropriate; provide admissions counseling to "undecided" students; coordinate the Counseling Referral Program in conjunction with the CCC&TI Foundation Office; coordinate annual mental health awareness activities to include the annual College Mental Health Screening Day, an annual Alcohol Awareness and Screening Day, and others.
13. Be proficient in the admissions process and placement test interpretation; acquire and regularly update knowledge base about all CCC & TI academic program requirements, developmental coursework requirements and course progression; be familiar with college transfer requirements and degree options.
14. Maintain appropriate documentation for accrediting agencies as requested, including review of documents as needed to meet SACSCOC Standards of accreditation.
Marginal Functions:
1. Participate in professional associations and upgrade professional knowledge and skills when needed; attend professional conferences and approved training as required for professional credentials. Specifically, stay informed regarding current disabilities case law and issues. Membership in the North Carolina Association of Higher Education and Disability (NCAHEAD), is strongly encouraged.
2. Support the mission, vision and goals of the college.
3. Represent the Student Services department at campus committee meetings.
4. Perform other duties as assigned.

Environmental Conditions:
The employee should have the ability to effectively handle a work environment and conditions which involve an office and classroom workspace, working closely with others, and periodically working irregular hours.
The employee must maintain the office and teaching environments by maintaining equipment and supplies, ensuring overall cleanliness, functionality, and conformance to OSHA standards to provide a safe work environment.
Physical Conditions:
Physical and marginal functions require the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following; standing, walking or sitting for extended periods, moderate lifting and carrying, reaching above shoulder, general manual dexterity, operating assigned equipment, and extended exposure to computer screens.
The employee is required to maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, communicating with others, and handling varied tasks simultaneously.
Additionally, the employee must maintain mental capacity, which permits making sound decisions and using good judgment, demonstrating intellectual capabilities, and evaluating the effectiveness of programs and personnel.
Scheduling Conditions:
This is a full-time, 12-month position working 40 hours per a week, generally Monday through Friday, 8:00 AM to 5:00 PM, with one evening per week until 7:00 PM. Availability for both day and occasional evening work on any Caldwell Community College & Technical Institute site (or arranged off-campus site) is required during peak periods.
Traveling Conditions:
Local travel between the Caldwell campus, Watauga campus, or any off-campus sites may be needed. Out of state travel is limited, but may be required for training and conferences.
EXPERIENCE AND TRAINING:
Experience:
Minimum of 2 years' work experience in counseling, education, or related field required.
Experience in tests and measurements and in psychosocial interviewing and counseling techniques. Prior experience with developmental disabilities and educational accommodations is desirable.
Computer/Microsoft Office skills required.
Training:
Master's Degree required in counseling, social work or related field.
Eligibility for credentialing as an NCC, NCLCMHC or LCSW is highly desired.
